The municipality of Spiesen-Elversberg would like to maintain the existing informative e-mail traffic with citizens and companies without restrictions. No digital signature is required for processes or inquiries that do not require a handwritten signature. They can still be sent by e-mail to everyone on our website or to the e-mail addresses mentioned in the municipal letterhead. Special conditions apply to legally binding communication, which you will find below.
Access opening for electronic communication With the virtual mailbox eGo-Mail, the municipality of Spiesen-Elversberg offers the possibility for secure and legally binding communication of the municipal administration.
For administrative procedures, communication is governed by § 3 a of the Administrative Procedure Act of the Saarland (SVwVfG). According to this law, the transmission of electronic documents is permitted, provided that the recipient has opened access for this purpose.
The municipality of Spiesen-Elversberg opens this access according to the legal and technical framework conditions published below.

Access opening for electronic communication: With the virtual mailroom - eGo-MAIL the municipality of Kleinblittersdorf offers the possibility for secure and legally binding electronic communication with the local government. For administrative procedures, electronic communication is governed by § 3a of the Administrative Procedure Act of the Saarland (SVwVfG). The municipality of Kleinblittersdorf hereby opens access for electronic communication in accordance with the conditions set out on these pages. Please note that the conditions published here apply exclusively to electronic communication with the municipality of Kleinblittersdorf. 2. principles of electronic communication: Mandatory electronic communication is subject to different legal requirements: In general, you may submit documents "in writing or electronically". In this case it is sufficient for binding electronic communication to be sent by simple e-mail (or as an attachment to a simple e-mail). For the transmission of sensitive or personal data, we recommend a secure connection. You can use our virtual mailbox eGo-Mail for this purpose. If the "written form" is required for an application or other document, binding electronic communication requires that you provide the electronic document with a qualified electronic signature in accordance with the Signature Act. You can send processes of this kind to the virtual mailbox - eGo-MAIL of the municipality of Kleinblittersdorf in a legally binding and secure electronic way. 3. general conditions for the use of eGo-Mail: You have the possibility to add file attachments (attachments) to every transmitted message. The following file formats are permitted for transmission:
- MS Office files: *doc, *rtf
- Text files: *txt
- PDF files: *pdf
- XLS files: *xls
Files with active contents (e.g. macros) may not be transmitted. The submission of offers according to award procedures, e.g. VOB, VOL, by electronic means is excluded. Legally binding electronic communication with in-house operations and municipal holdings is excluded in this way. The indication of a complete sender's address in the transmitted business card is mandatory. The use of a pseudonym is not permitted. Transmitted transactions that do not comply with these general conditions shall not be legally binding. If documents are missing or not readable, the authority will be notified accordingly. Please understand that the notification or feedback from the authorities is currently still sent by post. 4 Data protection: All personal data will be treated in accordance with the applicable data protection regulations. With "eGo-MAIL" we offer you a software that offers its users considerable advantages:

Technical requirements for using eGoMAIL: Hardware: To use the Governikus Communicator the user needs a PC with at least 2 GB RAM memory and 2 GHZ processor. In addition, Governikus KG recommends 1GB of storage space and a sufficiently fast Internet connection, e.g. DSL, since larger amounts of data can be transferred when starting Governikus Communicator and sending more extensive messages. The screen resolution should not fall below 1,024 x 768 pixels. The font size should be set to "Normal". If necessary, a signature card and a chip card reader should be provided. Browser: You will need a Web browser to view and download Governicus Communicator. Supported operating systems: The following operating systems are currently supported:

ATTENTION: Tests have shown that there may be problems starting the application if different bit versions of Java Runtime Environment (JRE) and Java Web Start are installed on the user's computer. Therefore, please make sure that JRE and Java Web Start are installed in the same version, either 32-bit or 64-bit.
Java Runtime Environment: The Governikus Communicator is a JavaTM application that requires a specific JavaTM Runtime Environment (JRE). In general, the JRE is installed automatically as part of a browser without any user intervention and can be used for the Java Web Start version of the Governikus Communicator. Currently the Governikus Communicator supports the JRE version line 1.8_x (tested by Governikus KG with version 1.8.0_102) for the Java Web Start variant.
It is important that you have a current Java version on your PC.
The software Governikus Communicator of the company Bremen onliine Service GmbH is used as a virtual mailroom - eGo-Mail. This software is installed automatically when you download it for the first time.
If security warnings occur, you should answer with Start / Install, otherwise eGo-Maail cannot be used.
Due to the large amount of data, the initial process may take some time depending on your internet connection.

When downloading for the first time, you must agree to the privacy policy - please read the notes on this page.
When you set up your mailbox, you have to fill in your business card. The following personal data are mandatory fields:
- Salutation
- Name
- Address
- E-mail address
- Phone
The use of a pseudonym is not permitted.
You will then be asked for the name of your mailbox. Here you can use your name and your city of residence as mailbox name, for example.
When selecting the encryption and decryption certificate, you can create a software certificate yourself. For this purpose, the following fields must be filled in:
- Name (first and last name)
- Organisation (citizen or company)
- Organizational unit (place of residence)
- Country (DE)
- PIN (own PIN)
- PIN (repeat)
The certificate is now saved on your PC. After entering the numerical code again, your certificate is created.
You will now receive a message indicating that your mailbox has not yet been activated. Your registration will now be checked for errors and usually be activated within 3 days.
After that you can use the virtual mailroom eGo-Mail at any time for secure and electronic communication with the Saarland authorities.
